John Paul Scott wasn't sure he'd heard correctly.

"It's in the computer system that you're deceased," repeated an official from the Department of Veterans Affairs.

"What are you talking about?" Scott asked.

The 39-year-old Army veteran from Houston had been calling the VA's hotline twice a day for weeks to check the status of his disability claim. This time, on July 12, the VA official who answered the phone informed Scott he would no longer be receiving benefits because, according to VA records, he had passed away in April.

Scott suffers from vision problems traced to his service in the first Gulf War. In 2008, the VA had cut his monthly disability check by $2,000. Scott appealed. On June 25, he had finally won.

Now a bureaucratic blunder meant that Scott faced a Kafkaesque dilemma: As far as the VA was concerned, he was dead. His disability payments instantly halted. His medical prescriptions stopped. Scott, already in dire financial straits after the reduction in his benefits two years ago, feared he would end up on the street.

  Disabled Veterans Quality-of-Life Raise for Disabled Vets Fades

Disabled veterans were thrilled in 2007 when the Veterans Disability Benefits Commission asked Congress to enact an immediate "quality of life" increase to disability payments from the Department of Veterans Affairs.

The special increase, said VDBC commissioners, should be across the board, benefiting all veterans with service-connected health conditions, and it should be as large as 25 percent for the most severely disabled.

The commission argued that current disability pay compensates for average loss in lifetime earnings but fails to provide any added monetary award for diminished quality of life.

Quality of life "is addressed in a limited fashion" by Special Monthly Compensation (SMC) payable for loss of limbs or use of limbs, said the commission. But it called for development of a "systematic methodology" for evaluating and compensating for the impact of disability on quality of life. Meanwhile, Congress should allow an interim increase of up to 25 percent.

What happened to that idea?

It fell flat, said retired Lt. Gen. Terry Scott, a former Army Ranger who chaired the VDBC.

"The terms 'across the board' and 'up to 25 percent' were not well received anywhere outside the veterans community," Scott explained during an interview Monday in Washington D.C.

CAFAmerica Launches Donor Advised Fund to Invest Giving Proceeds from “The Gumpathon”; Benefiting Charities – HELP for HEROES; Injured Marine Semper Fi Fund; and The Royal Marines Charitable Trust Fund.

ALEXANDRIA, VA: CAFAmerica, a member organization of the UK-based Charities Aid Foundation international network of offices, today announced that it has created a new Donor Advised Fund (DAF) to allow Americans to support the movie-inspired “Gumpathon” marathon across the United States.

The nonprofit CAFAmerica is working with race organizers to distribute the funds to charities helping severely wounded soldiers.

Five active soldiers and one triple amputee veteran will run from New York City to Los Angeles, in a relay formation, visiting military bases along the way – recreating the fictional character Forrest Gump’s epic coast-to-coast run in the Oscar-winning film starring Tom Hanks. The soldiers are representatives from the UK Royal Marines, the British Army and the US Marine Corps. Charitable proceeds from the race will go directly to support three organizations helping wounded veterans: The Marine Semper Fi Fund in the US and HELP for HEROES and The Royal Marines Charitable Trust Fund in the UK.

The new CAFAmerica DAF was launched in late July in order to be available for US fundraising activities devoted to the race, which begins on September 10, 2010 and is anticipated to be concluded by November 11, 2010.

The Disabled American Veterans National Convention came to a close on Tuesday, August 3rd with a generous presentation to the Disabled Veterans Life Memorial Foundation. Since March, when the “Complete The Mission” campaign began, DAV has helped raise cash & pledges totaling $725,000! This milestone also means DVLMF has now qualified to receive the remaining balance of the $3 million “challenge grant” offered by DAV National. Thanks to DAV State Departments, local DAV Chapters & members, and DAV Auxiliary Units & members for helping DVLMF get much closer to completing the mission.

  Disabled Veterans New Pay Tool Helps Wounded Warriors

The Defense Finance and Accounting Service (DFAS) recently launched their latest tool to help medically retired wounded warriors understand how their retirement pay, disability compensation, and Combat Related Special Compensation (CRSC) pay rates are determined. Called the "Medical Disability Retired Pay Income Estimator," the tool coupled with a detailed online PowerPoint tutorial can help explain how the combined post-retirement income payment rates are determined.
